പ്രൈം മിനിസ്റ്റേഴ്‌സ് ഇന്റേൺഷിപ്പ് പദ്ധതി – പൈലറ്റ് പ്രോജക്റ്റ്
2024-25 ബജറ്റിൽ മികച്ച കമ്പനികളിൽ യുവാക്കൾക്ക് ഇൻ്റേൺഷിപ്പ് നൽകുന്നതിനുള്ള പദ്ധതി – പ്രൈം മിനിസ്റ്റേഴ്‌സ് ഇന്റെൺഷിപ്പ് പദ്ധതി പ്രഖ്യാപിച്ചു. അഞ്ച് വർഷത്തിനുള്ളിൽ മികച്ച 500 കമ്പനികളിൽ ഒരു കോടി യുവാക്കൾക്ക് ഇൻ്റേൺഷിപ്പ് അവസരങ്ങൾ നൽകാനാണ് ലക്ഷ്യമിടുന്നത്. ഈ പദ്ധതിയിലൂടെ, യുവാക്കൾക്ക് വിവിധ തൊഴിൽ മേഖലകളിലും തൊഴിലവസരങ്ങളിലുമായി യഥാർത്ഥ ബിസിനസ്സ് അന്തരീക്ഷം മനസിലാക്കാൻ അവസരം ലഭിക്കും.
2.പദ്ധതിയുടെ പൈലറ്റ് പ്രോജക്റ്റ് , 2024-25 സാമ്പത്തിക വർഷത്തിൽ 1.25 ലക്ഷം ഇൻ്റേൺഷിപ്പ് അവസരങ്ങൾ നൽകുക എന്ന ലക്ഷ്യത്തോടെ 2024 ഒക്ടോബർ 3-ന് ആരംഭിച്ചു.കോർപ്പറേറ്റ് കാര്യ (എംസിഎ) മന്ത്രാലയം വികസിപ്പിച്ച ഒരു ഓൺലൈൻ പോർട്ടലിലൂടെ (www.pminternship.mca.gov.in) ഇത് നടപ്പിലാക്കും. ഈ പോർട്ടൽ ഇൻ്റേൺഷിപ്പ് സംബന്ധിച്ച എല്ലാ കാര്യങ്ങളും കൈകാര്യം ചെയ്യുന്നതിനുള്ള ഒരു കേന്ദ്രീകൃത പ്ലാറ്റ്‌ഫോമായി പ്രവർത്തിക്കും. പങ്കാളി കമ്പനികൾക്ക് ഇൻ്റേൺഷിപ്പ് അവസരങ്ങൾ വാഗ്ദാനം ചെയ്യുന്നതിനായി പോർട്ടൽ ഇപ്പോൾ തുറന്നിരിക്കുന്നു. കൂടാതെ 2024 ഒക്ടോബർ രണ്ടാം വാരത്തിൽ ഉദ്യോഗാർത്ഥികൾക്ക് രജിസ്‌ട്രേഷനായി സജ്ജമാകും
3. പങ്കാളി കമ്പനികൾ
3.1 കഴിഞ്ഞ മൂന്ന് വർഷത്തെ സിഎസ്ആർ ചെലവുകളുടെ ശരാശരിയുടെ അടിസ്ഥാനത്തിലാണ് ഈ പൈലറ്റ് പ്രോജക്റ്റിനായുള്ള മികച്ച കമ്പനികളെ കണ്ടെത്തിയത് . ഈ പദ്ധതിയിലെ കമ്പനികളുടെ പങ്കാളിത്തം സ്വമേധയാ ഉള്ളതാണ്. ഇവ കൂടാതെ, പദ്ധതിയിൽ പങ്കെടുക്കാൻ ആഗ്രഹിക്കുന്ന മറ്റേതെങ്കിലും കമ്പനി/ബാങ്ക്/ധനകാര്യ സ്ഥാപനത്തിന് എംസിഎയുടെ അംഗീകാരത്തോടെ പദ്ധതിയുടെ ഭാഗമാകാം . മുകളിൽ സൂചിപ്പിച്ച 500 കമ്പനികൾ പ്രതിനിധീകരിക്കുന്ന മേഖലകൾ പരിഗണിച്ചായിരിക്കും അംഗീകാരം
3.2 പാർട്ണർ കമ്പനിക്ക് സ്വന്തം കമ്പനിയിൽ അത്തരം ഇൻ്റേൺഷിപ്പുകൾ നൽകാൻ കഴിയുന്നില്ലെങ്കിൽ, അത് അതിൻ്റെ മൂല്യ ശൃംഖലയിലെ മറ്റ് പങ്കാളികളുമായോ (ഉദാ. വിതരണക്കാർ/ ഉപഭോക്താക്കൾ/ വെണ്ടർമാർ) അല്ലെങ്കിൽ അതിൻ്റെ ഗ്രൂപ്പിലെ മറ്റ് കമ്പനികൾ/സ്ഥാപനങ്ങളുമായോ ബന്ധപ്പെട്ട് പ്രവർത്തിക്കാം .കൂടാതെ സഹോദര കമ്പനികൾ, വിതരണക്കാർ അല്ലെങ്കിൽ പ്രമുഖ കോർപ്പറേഷനുകളുടെ വെണ്ടർമാർ തുടങ്ങിയ അനുബന്ധ സ്ഥാപനങ്ങളിൽ ഇൻ്റേൺഷിപ്പ് ഏറ്റെടുക്കാം. എന്നിരുന്നാലും, ഇൻ്റേൺഷിപ്പ് പ്രോഗ്രാം പങ്കാളി കമ്പനികളുടെ മേൽനോട്ടത്തിലായിരിക്കും. ഇത് ഗുണനിലവാരമുള്ള പഠന അനുഭവം ഉറപ്പാക്കുന്നു.
4 . ഇൻ്റേൺഷിപ്പ് കാലാവധി: ഇൻ്റേൺഷിപ്പിൻ്റെ കാലാവധി 12 മാസമായിരിക്കും. ഇൻ്റേൺഷിപ്പ് കാലയളവിൻ്റെ പകുതിയെങ്കിലും ക്ലാസ് മുറിയിൽ അല്ലാതെ യഥാർത്ഥ പ്രവൃത്തിമേഖല /തൊഴിൽ പരിതസ്ഥിതിയിൽ ചെലവഴിക്കണം.
5. ഉദ്യോഗാർത്ഥികൾക്കുള്ള യോഗ്യതാ മാനദണ്ഡം
5.1 പ്രായം: 21 നും 24 നും ഇടയിൽ പ്രായമുള്ള (അപേക്ഷ സമർപ്പിക്കുന്നതിനുള്ള അവസാന തീയതി പ്രകാരം), ഇന്ത്യൻ പൗരത്വമുള്ള, മുഴുവൻ സമയ തൊഴിൽ ചെയ്യാത്തവരും മുഴുവൻ സമയ വിദ്യാഭ്യാസത്തിൽ ഏർപ്പെടാത്തവരുമായ യുവാക്കൾ. ഓൺലൈൻ/ വിദൂര പഠന പ്രോഗ്രാമുകളിൽ ചേർന്നിട്ടുള്ള ഉദ്യോഗാർത്ഥികൾക്ക് അപേക്ഷിക്കാൻ അർഹതയുണ്ട്.
5.2 വിദ്യാഭ്യാസ യോഗ്യത: ഹൈസ്‌കൂൾ, ഹയർസെക്കൻഡറി സ്‌കൂൾ, ഐടിഐയിൽ നിന്നുള്ള സർട്ടിഫിക്കറ്റ്, പോളിടെക്‌നിക് ഇൻസ്റ്റിറ്റ്യൂട്ടിൽ നിന്ന് ഡിപ്ലോമ നേടിയവർ, അല്ലെങ്കിൽ ബിഎ, ബിഎസ്‌സി, ബികോം, ബിസിഎ, ബിബിഎ , ബി.ഫാർമ തുടങ്ങിയ ബിരുദധാരികളായ ഉദ്യോഗാർത്ഥികൾ എന്നിവർക്ക് അർഹതയുണ്ട്.
5.3 ഇനിപ്പറയുന്ന ഉദ്യോഗാർത്ഥികൾ അപേക്ഷിക്കാൻ യോഗ്യരല്ല:
(i) ഐഐടികൾ, ഐഐഎമ്മുകൾ, ദേശീയ നിയമ സർവകലാശാലകൾ, ഐഐഎസ്ഇആർ, എൻഐഡികൾ, ഐഐഐടികൾ എന്നിവയിൽ നിന്നുള്ള ബിരുദധാരികൾ.
(ii) CA, CMA, CS, MBBS, BDS, MBA, തുടങ്ങി ഏതെങ്കിലും മാസ്റ്റേഴ്‌സ് അല്ലെങ്കിൽ ഉയർന്ന ബിരുദം തുടങ്ങിയ യോഗ്യതകളുള്ളവർ.
(iii) കേന്ദ്ര ഗവൺമെൻ്റ് അല്ലെങ്കിൽ സംസ്ഥാന ഗവൺമെൻ്റ് പദ്ധതികൾക്ക് കീഴിൽ ഏതെങ്കിലും നൈപുണ്യം, അപ്രൻ്റീസ്ഷിപ്പ്, ഇൻ്റേൺഷിപ്പ് അല്ലെങ്കിൽ വിദ്യാർത്ഥി പരിശീലന പരിപാടിയിൽ പങ്കെടുക്കുന്നവർ
(iv) ഏതെങ്കിലും ഘട്ടത്തിൽ ദേശീയ അപ്രൻ്റീസ്ഷിപ്പ് പരിശീലന പദ്ധതി (NATS) അല്ലെങ്കിൽ നാഷണൽ അപ്രൻ്റീസ്ഷിപ്പ് പ്രൊമോഷൻ പദ്ധതി (NAPS) എന്നിവയ്ക്ക് കീഴിൽ പരിശീലനം പൂർത്തിയാക്കിയവർ.
(v) 2023-24 സാമ്പത്തിക വർഷത്തിൽ ഉദ്യോഗാർത്ഥിയുടെ ഏതെങ്കിലും കുടുംബാംഗത്തിന്റെ വരുമാനം 8 ലക്ഷം രൂപയിൽ കൂടുതലാണെങ്കിൽ.
(vi) കുടുംബത്തിലെ ഏതെങ്കിലും അംഗം സ്ഥിരം/ റെഗുലർ ഗവണ്മെന്റ് ജീവനക്കാരനാണെങ്കിൽ.
കുറിപ്പ്: പൈലറ്റ് പ്രോജക്റ്റിൻ്റെ ആവശ്യങ്ങൾക്ക്:
(i) “കുടുംബം” എന്നാൽ വ്യക്തി, മാതാപിതാക്കൾ, ഇണ.
(ii) “ഗവൺമെൻറ് ” എന്നാൽ കേന്ദ്ര-സംസ്ഥാന ഗവണ്മെന്റ്കൾ, കേന്ദ്ര ഭരണ പ്രദേശ അധികാര സ്ഥാപനം , കേന്ദ്ര-സംസ്ഥാന പൊതുമേഖലാ സ്ഥാപനങ്ങൾ, നിയമാനുസൃത സംഘടനകൾ, തദ്ദേശ സ്ഥാപനങ്ങൾ മുതലായവ.
(iii) “ജീവനക്കാരൻ” എന്നാൽ സ്ഥിരം / റെഗുലർ ജീവനക്കാർ. എന്നാൽ കരാർ ജീവനക്കാരെ ഉൾപ്പെടുത്തിയിട്ടില്ല.
6. പദ്ധതിയുടെ പ്രയോജനങ്ങൾ:
6.1 വ്യവസായ മേഖലയിലെ അനുഭവ പരിചയം : ഇൻ്റേണുകൾക്ക് യഥാർത്ഥ ബിസിനസ് പരിതസ്ഥിതികൾ അനുഭവിക്കുന്നതിനുള്ള അവസരം നൽകുന്നതിനും അതുവഴി അവരുടെ തൊഴിലവസരം വർധിപ്പിക്കുന്ന പ്രായോഗിക അനുഭവം ലഭ്യമാക്കി അവരെ സജ്ജരാക്കുന്നതിനും വേണ്ടിയാണ് ഈ പദ്ധതി രൂപകൽപ്പന ചെയ്തിരിക്കുന്നത്. ഇൻ്റേൺഷിപ്പ് പൂർത്തിയാകുമ്പോൾ ഇൻ്റേണുകൾക്ക് പങ്കാളി കമ്പനികൾ ഇൻ്റേൺഷിപ്പ് സർട്ടിഫിക്കറ്റും നൽകും. ഇൻ്റേണുകൾക്ക് അവരുടെ ബയോഡാറ്റയിൽ പ്രശസ്തമായ കമ്പനികളുമായി ബന്ധം രേഖപ്പെടുത്തുന്നത് പ്രയോജനകരമാകുന്നു. ഇത് അവരുടെ കരിയർ സാധ്യതകൾക്ക് ഗണ്യമായ ഉത്തേജനം നൽകും.
6.2 സാമ്പത്തിക സഹായം: ഇൻ്റേണുകൾക്ക് പ്രതിമാസം 5,000 രൂപ സാമ്പത്തിക സഹായം നൽകും. അതിൽ 4500 രൂപ ഗവൺമെൻറ് വിതരണം ചെയ്യും. പ്രതിമാസം 500 രൂപ കമ്പനി അതിൻ്റെ സിഎസ്ആർ ഫണ്ടിൽ നിന്ന് നൽകും. കൂടാതെ, ഒറ്റത്തവണ ഗ്രാൻ്റായി ഇൻ്റേൺഷിപ്പിനായി ചേരുമ്പോൾ, ഓരോ ഇൻ്റേണിനുംമറ്റു ചെലവിനത്തിൽ മന്ത്രാലയം 6,000 രൂപ നൽകും. പദ്ധതിയ്ക്ക് കീഴിലുള്ള ഇൻ്റേണുകളുടെ പരിശീലനവുമായി ബന്ധപ്പെട്ട ചെലവുകൾ, നിലവിലുള്ള നിയമങ്ങൾ അനുസരിച്ച് കമ്പനി അതിൻ്റെ സിഎസ്ആർ ഫണ്ടിൽ നിന്ന് വഹിക്കും. ഏതെങ്കിലും കമ്പനി പ്രതിമാസ സഹായം 500 രൂപയ്ക്ക് മുകളിൽ നൽകാൻ ആഗ്രഹിക്കുന്നുവെങ്കിൽ, അത് സ്വന്തം ഫണ്ടിൽ നിന്ന് നൽകാവുന്നതാണ് .
6.3 ഇൻഷുറൻസ് കവറേജ്: ഇന്ത്യാ ഗവൺമെൻ്റിൻ്റെ ഇൻഷുറൻസ് പദ്ധതികൾ, പ്രധാനമന്ത്രി ജീവൻ ജ്യോതി ബീമ യോജന, പ്രധാനമന്ത്രി സുരക്ഷാ ബീമ യോജന എന്നിവയ്ക്ക് കീഴിൽ ഓരോ വ്യക്തിഗത ഇൻ്റേണിനും ഇൻഷുറൻസ് പരിരക്ഷ നൽകും, അതിനായി പ്രീമിയം തുക ഗവൺമെൻറ് നൽകും. കൂടാതെ, ഇൻ്റേണുകൾക്ക് അധിക ആകസ്മിക ഇൻഷുറൻസ് പരിരക്ഷ കമ്പനിയ്ക്ക് നൽകാവുന്നതാണ് .
7. പദ്ധതി നടപ്പിലാക്കൽ: പങ്കാളി കമ്പനികൾക്ക് പോർട്ടലിൽ ഒരു പ്രത്യേക ഡാഷ്‌ബോർഡ് ഉണ്ടായിരിക്കും, അവിടെ അവർക്ക് ഇൻ്റേൺഷിപ്പ് അവസരങ്ങൾ, സ്ഥലം, തൊഴിൽ സ്വഭാവം, ആവശ്യമായ യോഗ്യതകൾ, കൂടാതെ നൽകിയിട്ടുള്ള സൗകര്യങ്ങൾ എന്നിവ രേഖപ്പെടുത്താം. യോഗ്യരായ ഉദ്യോഗാർത്ഥികൾക്ക് പോർട്ടലിൽ രജിസ്റ്റർ ചെയ്യാം, അവിടെ അവരുടെ വിശദാംശങ്ങൾ ഒരു ബയോഡേറ്റ ആയി രേഖപ്പെടുത്താം .ഉദ്യോഗാർത്ഥികൾക്ക് അവരുടെ താല്പര്യമുള്ള മേഖലകൾ, ചുമതലകൾ , സ്ഥലം എന്നിവ അടിസ്ഥാനമാക്കി ഇൻ്റേൺഷിപ്പുകൾ തിരയാനും അഞ്ച് അവസരങ്ങൾക്ക് വരെ അപേക്ഷിക്കാനും കഴിയും.
8. സൗകര്യവും സഹായവും: ഉദ്യോഗാർഥികളുടെ പ്രശ്‌നങ്ങൾ സമയബന്ധിതമായി പരിഹരിക്കുകയും ഉപയോക്തൃ സംതൃപ്തി വർദ്ധിപ്പിക്കുകയും ചെയ്യുന്ന ഒരു സമർപ്പിത പരാതി പരിഹാര സംവിധാനം , ഈ പദ്ധതി വിഭാവനം ചെയ്യുന്നു. കൂടാതെ, 1800-116-090 എന്ന നമ്പറിൽ ബന്ധപ്പെടാവുന്ന ഒരു ബഹുഭാഷാ ടെലി ഹെൽപ്പ്‌ലൈൻ പ്രവർത്തിക്കുന്നു . വിവിധ ഭാഷകളിലുള്ള ഉപയോക്താക്കൾക്കും പങ്കാളികൾക്കും സഹായവും സൗകര്യവും നൽകുന്നതിനായി ഇത് സജ്ജീകരിച്ചിരിക്കുന്നു.
Prime Minister’s Internship Scheme – Pilot Project
The Prime Minister’s Internship Scheme in Top Companies (Scheme) has been announced in the Budget 2024-25. It aims to provide internship opportunities to one crore youth in top 500 companies over five years. Through this Scheme, youth will gain exposure to real-life business environment, across varied professions and employment opportunities.
2. To roll-out this ambitious Scheme, a Pilot Project of the Scheme, targeted at providing 1.25 lakh internship opportunities during FY 2024-25, has been launched on 3rd October 2024. This will be implemented through an online portal developed by the Ministry of Corporate Affairs (MCA), accessible at www.pminternship.mca.gov.in. This Portal will act as a centralized platform for managing the entire internship lifecycle. The Portal is now opened for Partner Companies to offer internship opportunities and will be opened for registration of the candidates in the second week of October 2024.
3. Partner Companies
3.1 The top companies for this Pilot Project have been identified on the basis of the average of CSR expenditure of the last three years. Participation of the companies in this Scheme is voluntary. Apart from these, any other company/ bank/ financial institution desirous of participating in the Scheme, may do so with the approval of the MCA, which would take a view considering sectors and areas under represented by the above mentioned 500 companies.
3.2 In case the Partner Company cannot provide such internships in its own company, it may tie-up with entities in its forward and backward value chain (e.g. suppliers/ customers/ vendors), or with other companies/institutions in its group; or otherwise. Further, while the internship may be undertaken in associated entities, such as sister companies, suppliers, or vendors of major corporations, however, the internship programme shall be under the supervision of the Partner Companies, ensuring quality learning experience.
4. Internship Duration: Duration of the internship shall be 12 months. At least half of the internship period must be spent in the actual working experience/ job environment, and not in the classroom.
5. Eligibility criteria for candidates
5.1 Age: Youth aged between 21 and 24 (as on the last date for submission of application), belonging to Indian nationality, who are not employed full-time and not engaged in full-time education. Candidates enrolled in online/ distance learning programmes are eligible to apply.
5.2 Educational Qualifications: Candidates who have passed High School, Higher Secondary School, possess a certificate from an ITI, hold a diploma from a Polytechnic Institute, or are graduates with degrees such as BA, B.Sc, B.Com, BCA, BBA, B.Pharma, etc. are eligible.
5.3 The following candidates are ineligible to apply:
(i) Graduates from IITs, IIMs, National Law Universities, IISER, NIDs, and IIITs.
(ii) Those having qualifications such as CA, CMA, CS, MBBS, BDS, MBA, any master’s or higher degree.
(iii) Those undergoing any skill, apprenticeship, internship or student training programme under Central Government or State Government schemes.
(iv) Those who have completed apprenticeship, training under National Apprenticeship Training Scheme (NATS) or National Apprenticeship Promotion Scheme (NAPS) at any point.
(v) If the income of any of the family members of the candidate exceeds Rs 8 lakh for FY 2023-24.
(vi) If any member of the family is a permanent/regular government employee.
Note: For the purposes of the Pilot Project:
(i) “Family” means self, parents and spouse.
(ii) “Government” means Central and State Governments, UT administration, Central and State PSUs, statutory organizations, local bodies, etc.
(iii) “Employee” means regular/ permanent employees but does not include contractual employees.
6. Benefits of the Scheme:
6.1 Industry Exposure: The Scheme is designed to provide an opportunity to the interns to experience real-world business environments, thereby equipping them with practical experience that enhances their employability. A certificate of internship will also be given by the Partner Companies to the interns upon completion of the internship, giving interns an advantageous association with reputable companies on their resume, which can be a significant boost to their career prospects.
6.2 Financial Assistance: The interns will be provided with financial assistance of Rs. 5,000 per month, of which Rs. 4500 will be disbursed by the government, and Rs. 500 per month will be paid by the company from its CSR funds. Additionally, a one-time grant of Rs. 6,000 for incidentals will be disbursed by MCA to each intern, upon joining the place of internship. Expenditures associated with the training of interns under the Scheme, would be borne by the company from its CSR funds, as per the extant rules. In case, any Company wishes to provide monthly assistance over and above Rs.500, it may do so from its own funds.
6.3 Insurance coverage: Insurance coverage shall be provided to each individual intern under insurance schemes of the Government of India, Pradhan Mantri Jeevan Jyoti Bima Yojana and Pradhan Mantri Suraksha Bima Yojana, for which premium amount shall be provided by Government. In addition, the company may also provide additional accidental insurance coverage to the interns.
7. Implementation of the Scheme: Partner Companies will have a dedicated dashboard on the Portal where they can post internship opportunities, detailing location, nature, required qualifications, and any facilities provided. Eligible candidates may register on the Portal, where their details will be used to generate a resume. Candidates can browse internships based on their preferred sectors, roles, and locations, and apply for up to five opportunities.
8. Facilitation and assistance: The scheme envisages a dedicated grievance redressal mechanism which will ensure timely resolution of issues and enhance user satisfaction. Additionally, a multilingual tele helpline, reachable at 1800-116-090, has been set up to provide assistance and facilitation to the stakeholders, ensuring accessible support for users in different languages.
